Yerel Paydaş (Belediye) Perspektifinden Ürgüp’ün Cittaslow Üyelik Potansiyeli Üzerine Bir Değerlendirme

Abstract
Cittaslow, nüfusu 50.000’in altında olan kentlerin üye olabildiği uluslararası bir belediyeler birliğidir. Bu çalışma, Ürgüp’ün sakin/yavaş şehir (Cittaslow) ağına üyelik potansiyelini ortaya koymayı amaçlamaktadır. Kapadokya Bölgesi’nde yer alan, tarihi ve kültürel varlıkları, özgün mimari dokusu ve turistik cazibesi ile bilinen Ürgüp, nüfus kriterini sağlamaktadır. Dolayısıyla ilçenin Cittaslow üyesi olabilmek için gerekli diğer kriterleri ne ölçüde karşılayabildiği araştırılmaktadır. Bu çerçevede, bahsi geçen kriterlerin sağlanmasına yönelik plan ve projelerin hayata geçirilmesinde görev ve sorumluluğu bulunan en önemli yerel paydaş olan belediye perspektifinden değerlendirme yapılmaktadır. Araştırmada nitel araştırma yöntemlerinden biri olan görüşme tekniği kullanılmıştır. Araştırma kapsamında Ürgüp Belediyesi’nden toplam beş temsilci ile görüşülmüştür. Araştırma sonunda, Ürgüp’ün olası başvuru durumunda Cittaslow üyelik kriterlerini karşılama potansiyelinin yüksek olduğu, ancak belirli alanlarda (bisiklet yolları, bilişim sistemleri, uzaktan çalışma, engellilere yönelik düzenlemeler, turizm personelinin yabancı dil bilgisi, yöresel lezzetlerin tanıtımı ve markalaşması gibi) iyileştirmeler yapılması gerektiği de ortaya konmuştur.

Abstract
Cittaslow is an international municipality union where cities with a population of less than 50,000 can become members. This study aims to reveal the potential of Ürgüp to become a member of the Cittaslow network. Located in the Cappadocia Region and known for its historical and cultural assets, unique architectural texture and touristic appeal, Ürgüp meets the population criterion. Therefore, it is being investigated to what extent the district meets the other criteria required to become a Cittaslow member. In this context, an evaluation is made regarding the criteria in question from the perspective of the municipality, which is the most important local stakeholder that has the duty and responsibility to implement plans and projects aimed at these criteria. The interview technique, one of the qualitative research methods, was used in the research. A total of five representatives from the Ürgüp Municipality were interviewed within the scope of the research. At the end of the research, it was revealed that Ürgüp has a high potential to meet the Cittaslow membership criteria in case of a possible application, but that improvements should be made in certain areas (bicycle paths, information systems, remote working, arrangements for the disabled, foreign language knowledge of tourism personnel, promotion and branding of local delicacies, etc.
